The system's flawed indeed, but as for that enviornmental issue, I don't agree digital would be all better. Where I live they're opting for an entirely digital system, and many old people who didn't grow up in the computerized generation have a hard time adapting. It's force-fed upon them. If the people could choose which way forms and correspondence could be send out, on an individual basis, using the method they are used to - it'd be a mostly-to-digital progressive transition that nobody would have a problem with. I've been getting one of those zero payments every year, for taxes, but moving on from studies to work it's bound to be different in the future. :) Nice way to make a wake-up call this here.
