Heeey I remember this one! :D One of the craziest animes I experienced as a kid... though since then they really have gotten crazier. Crazy violent. This was appreciatively family friendly all things considered...

Thank you! They're Robotnik's henchmen goons from the Adventures of Sonic the Hedgehog cartoon. They did make an appearance in the Dr. Robotnik's Mean Bean Machine video game, but it's not exactly "iconic." Heh.
