At a first glance this almost seems hand drawn... but it is Paint right? The white outlines give a less professional impression, but the rest of it: so detailed!!! I think a program that lets you smoothen lines and work better with precision would bring this to a whole other level, since you definitely put in the effort. The tower in particular... impressive detail even on background elements like that. Keep it going.

Plot twist: could the causative of said rampage be the man sitting on the bench, seemingly angered by the rampage? :P Probably not, but the 'still at large' bit seems to imply that might be relevant to the story itself... which I guess it isn't. Overall it's a fun script, a little simple, but good introduction to the characters, and Cody's interest for comedy explains the final frame. The other man's anger though... seems a bit unjustified. He seems angry rather than distressed by the news, too. Guess that's explained by his bio too, but still, he seems to react a bit too much in almost every frame. I'm wondering if the second row really needs to be there too, as it doesn't really contribute anything, just lengthen the comic. He could've handed over the paper right away.
Feels like the pacing and expression can be improved, and as CD mentioned also the white dots, and a consistent angle on pavement/street. Also maybe more consistent spacing between frames, and more defined arrows between them. But overall I'm pretty impressed by the detail level, and it did make me smile a bit. Big fan of the D&C world too, so all cameos and subtle references appreciated there. :P Looking forward to seeing how this evolves! Good start.

One of my favorite characters riding the waves here! Appreciate the creative style of water too, looks both tribal and realistic, both fresh and artistic, strange but good. Smooth work, and the face/hair: just perfect. Great detail.

Looking wild! Smooth and exotic, though the clean style seems a bit conflicting with the occasional blotch of dirt... at a closer glance it seems like just the one smudge too. Looking good though.
