For some reason I thought this'd be related to One Piece. :) Such a well-working brush style to go with this concept though... he looks refined but not fine at all. Really interesting effects.

A shady looking pastor if ever there was one... deceptively blue eyes, all seeing all over too... intriguing design. You do get curious about the character.

Feels like the static background cuts down on the classiness for some reason, but maybe that's not what you were going for anyway. Otherwise do like this style.
